What this program is

Civitae Voice answers municipal non-emergency dispatch lines for participating agencies. During a live phone call, a caller may ask to receive their case reference number or requested information by text message. The Civitae Dispatch SMS program sends that single, transactional message — nothing else. Callers are never enrolled in recurring, promotional, or automated messaging.

How consent is collected (call to action)

Consent is collected verbally during the live call, immediately before any message is sent. The system asks the caller:

“This is [agency name] non-emergency dispatch, operated on the Civitae service by Aetheria Systems LLC. Would you like to receive a text message with your case reference number or requested information? You will receive at most one message per request — we never send recurring messages. Message and data rates may apply. You can opt out at any time by replying STOP, or reply HELP for assistance. Do you agree to receive this text message?”

A message is sent only if the caller verbally agrees. Each text is individually authorized by the caller during that call; verbal consent applies to that single message only and is not reused for any other purpose.

Message frequency and rates

Frequency: one message per caller request; message frequency varies and is typically one message per call.
Cost: message and data rates may apply, per your carrier plan.
Carriers are not liable for delayed or undelivered messages.

Sample message

Your noise complaint has been filed. Reference #NC-20260325-0042. Springfield Police Department will dispatch an officer. Reply STOP to opt out.

Opt-out and help

Reply STOP to any message to opt out at any time. You will receive one final confirmation of your opt-out and no further messages.

Privacy

Mobile phone numbers collected for SMS delivery are used solely to deliver the message the caller requested. No mobile information will be shared with third parties or affiliates for marketing or promotional purposes. Text messaging originator opt-in data and consent are not shared with any third parties, except as required to deliver the message (our SMS carrier) or by law.
