Terms of Service

These Terms of Service ("Terms") govern your access to and use of the Civitae Voice platform, including the marketing website (civitae.io), the administration portal (app.civitae.io), and the AI-powered voice dispatch service (collectively, the "Service"), operated by Aetheria Systems LLC ("Aetheria," "we," "us," or "our"). By accessing or using the Service, you agree to these Terms.

1. The Service

Civitae Voice provides AI-powered non-emergency dispatch services for public safety answering points (PSAPs) and government agencies. The Service includes automated call handling, dispatch data collection, optional SMS follow-up, an administration portal for managing your agency's configuration, and integrations with computer-aided dispatch (CAD) systems.

2. Eligibility

The Service is intended for use by government agencies, public safety organizations, and authorized non-profit entities operating non-emergency dispatch lines. By signing up, you represent that you have the authority to bind your agency to these Terms.

3. Account Responsibilities

  • You are responsible for maintaining the confidentiality of your account credentials.
  • You are responsible for all activity that occurs under your account.
  • You must provide accurate agency information during signup, including legal name, address, and EIN where required for telecom registration.
  • You must notify us promptly of any unauthorized access to your account.

4. Permitted Use

You agree to use the Service only for lawful non-emergency dispatch purposes. You shall not:

  • Use the Service for emergency (911) call handling
  • Attempt unauthorized access to any portion of the platform
  • Interfere with or disrupt the Service or its infrastructure
  • Use the SMS capability for marketing, spam, or any purpose other than caller-requested dispatch follow-up
  • Reverse-engineer, decompile, or attempt to extract the source code of any part of the Service
  • Resell or sublicense access to the Service without written authorization

5. SMS Messaging Terms

If your agency enables SMS follow-up:

  • SMS messages are sent only when a caller explicitly requests a text during a live call. Callers are never enrolled in recurring or automated messaging.
  • Your agency's phone number is registered for A2P 10DLC messaging in compliance with US telecom regulations.
  • Callers may reply STOP to opt out of future messages or HELP for assistance.
  • You agree not to use the SMS capability for any purpose other than one-time, caller-authorized dispatch confirmations and information delivery.
  • Message and data rates may apply to the caller. Message frequency varies based on caller requests.

6. Subscription and Billing

The Service is offered on a month-to-month subscription basis. Pricing is published at civitae.io/pricing. Payment is processed by Stripe. You agree to pay all fees associated with your subscription plan. We reserve the right to change pricing with 30 days' notice. You may cancel at any time; cancellation takes effect at the end of the current billing period.

7. Intellectual Property

All content on the Service, including text, graphics, logos, designs, software, and underlying code, is the property of Aetheria Systems LLC or its licensors and is protected by intellectual property laws. Your agency retains ownership of its dispatch data and configurations. We claim no ownership over your data.

8. Service Availability

We strive to maintain high availability but do not guarantee uninterrupted service. The Service depends on third-party providers (ElevenLabs, Twilio, Stripe) whose availability is outside our control. Civitae Voice is not a substitute for emergency 911 services. Planned maintenance will be communicated in advance when possible.

9. Disclaimer of Warranties

THE SERVICE IS PROVIDED "AS IS" AND "AS AVAILABLE" WITHOUT WARRANTIES OF ANY KIND, EXPRESS OR IMPLIED, INCLUDING BUT NOT LIMITED TO WARRANTIES OF MERCHANTABILITY, FITNESS FOR A PARTICULAR PURPOSE, OR NON-INFRINGEMENT. WE DO NOT WARRANT THAT THE SERVICE WILL BE ERROR-FREE, SECURE, OR UNINTERRUPTED.

10. Limitation of Liability

TO THE MAXIMUM EXTENT PERMITTED BY LAW, AETHERIA SYSTEMS LLC SHALL NOT BE LIABLE FOR ANY INDIRECT, INCIDENTAL, CONSEQUENTIAL, SPECIAL, OR PUNITIVE DAMAGES ARISING FROM YOUR USE OF THE SERVICE, INCLUDING BUT NOT LIMITED TO LOSS OF DATA, REVENUE, OR GOODWILL. OUR TOTAL LIABILITY SHALL NOT EXCEED THE AMOUNT YOU PAID FOR THE SERVICE IN THE TWELVE MONTHS PRECEDING THE CLAIM.

11. Indemnification

You agree to indemnify and hold harmless Aetheria Systems LLC from any claims, damages, or expenses arising from your use of the Service, your violation of these Terms, or your agency's failure to comply with applicable laws or regulations.

12. Termination

Either party may terminate this agreement at any time. We may suspend or terminate your access if you violate these Terms or fail to pay fees when due. Upon termination, your agency's data will be available for export for 30 days, after which it may be deleted.

13. Changes to These Terms

We may revise these Terms at any time. Material changes will be communicated via email or through the administration portal. Continued use of the Service after changes constitutes acceptance of the revised Terms.

14. Governing Law

These Terms shall be governed by and construed in accordance with the laws of the State of South Carolina, without regard to conflict of law principles.
