I've been in enterprise technology since the early '90s. Over 30 years across the stack: writing code, running infrastructure, managing budgets, leading teams. I served as CIO at the South Carolina Department of Revenue, where I led the recovery from a major data breach and managed a $33 million IT operation with 150 staff. I was Chief Administrative Officer at the SC Department of Employment & Workforce, running IT and operations during the pandemic unemployment surge, the largest contact center crisis most agencies had ever seen.

I've been the government customer. I signed the purchase orders. I sat through the vendor presentations. I know what it's like to have a real problem and be told the solution costs $150,000 and takes six months.

Then I crossed to the vendor side (Deloitte, Slalom, solutions architecture for public-sector accounts). And I saw the other side of the table. The same CAD integration sold to 20 different agencies, each one charged like they were the first. Professional services hours that existed because the product wasn't self-service. Managed services contracts that existed because the vendor wouldn't let you configure your own system.

I built Civitae Voice because I've been on both sides and I know neither one is working. PSAPs need help now. Not in six months, not after a $50,000 implementation. And the help they get should make the next agency's life easier, not just the vendor's bottom line.

The Civitae Voice Mission

The word civitae is Latin. It means the civic community: the citizens, the people who serve and are served. That's not a marketing choice. It's the thesis.
